UKRAINE TO OBTAIN DOMESTIC PROPYLENE OXIDE IN THE THIRD QUARTER OF 2019

Propylene oxide pilot unit with capacity of 2700 ton per year is under construction on the site of KARPATNAFTOCHIM petrochemical plant (Kalush) in the Western Ukraine. This unit is to process the own-produced propylene. The start-up of the unit is scheduled for 3rd quarter of 2019.

The technology of propylene epoxidation with hydrogen peroxide is being implemented. This technology is environmentally friendly and does not have a significant amount of by-products compared to the chlorohydrin process or technologies of propylene epoxidation with hydroperoxides.

The technology development, design and manufacture of equipment for a propylene oxide pilot unit is carried out by the Ukrainian company TECHINSERVICE Manufacturing Group.

A special feature of the TECHINSERVICE patented technology is the use of acetonitrile as a solvent. Therefore, the process is called HPPOa. This technology has successfully passed the laboratory tests. For the epoxidation process, it is planned to use a TS-1 catalyst produced by TECHINSERVICE with its proprietary patented technology, the production method of which differs from the known analogues in that it uses the solid fumed silica as a source of silicon ions.

The first stage is a construction of propylene oxide pilot unit with a capacity of 2,700 tons per year. The second stage of this project is the construction of propylene oxide industrial unit with a capacity of 130 kta and hydrogen peroxide unit with a capacity of 90 kta at the site of KARPATNAFTOCHIM.

KARPATNAFTOCHIM is a modern complex in the production of petrochemical and chemical products and the only producer of ethylene, propylene, benzene, C9-cut, polyethylene and caustic soda, suspension polyvinyl chloride in Ukraine.

Nouryon signs agreement to license CiD technology to Ukrainian PVC producer Karpatnaftochim

Nouryon (formerly AkzoNobel Specialty Chemicals) announced today that it has reached agreement to license its continuous initiator dosing (CiD) technology to Ukraine-based PVC producer Karpatnaftochim.

CiD technology is used by polyvinyl chloride (PVC) manufacturers to improve reactor output with minimum capital expenditure, by fully utilizing existing cooling capacity in the PVC production process. PVC produced via CiD technology is recognized for its improved color quality and thermal stability over PVC produced through conventional methods. Moreover, CiD technology eliminates the risk of a runaway reaction, improving process safety.

Information about the fire

at  «KARPATNAFTOCHIM»Ltd

 

On January 12, 2019 at 21.08 PM to the Control Room of the State Fire-Rescue Division Nr.24 for the protection of facilities of “KARPATNAFTOCHIM”Ltd came the message about the fire in Building No 424 of the Division for pyrolysis, compression and splitting of cracking gas of Ethylene and Polyethylene Plant of “KARPATNAFTOCHIM”Ltd, which is located near the town of Kalush, Ivano-Frankivsk region.

As a result of gas mixture ignition in the pipeline of cracking gas at the inlet to the heat-exchanger Е-3702 occurred a fire.  The flare combustion from the pipeline system took place on the area about 4 square meters and with the height of 15 meters. The system of automatic fire protection had tripped and it did not permit the flame to spread. At 21.15 PM by the engineer-technical staff was made the closing of shutters of raw material supply at the inlet to the unit.

The first subdivision of the State Fire-Rescue Division Nr.24 for the protection of facilities of “KARPATNAFTOCHIM”Ltd” arrived to the place of fire at 21.11 PM. On the site was immediately organized the post of fire fighting with the participation of representatives of engineer-technical staff of the enterprise.

To the fire-extinguishing were involved 19 vehicles and 105 persons of man power of fire-rescue subdivisions of State Emergency Service Department in Ivano-Frankivsk region.

As at 10.45 AM on January, 13 the remains of fire were liquidated. The structural subdivisions of polyvinyl chloride resin and caustic soda plants, as well as the units of polyethylene production and other subdivisions are working in normal mode.

There are no victims; no environmental harm.

The reason of fire as well as magnitude of damage is being determined.

The world practice of feedstock taxation for petrochemical production plants will provide Karpatnaftochim with equal conditions for entering the market.

On June 8, 2017, KARPATNAFTOCHIM Ltd., the most powerful petrochemical company in Ukraine, will be started up. The work will be provided to 1950 personnel of the plant, as well as 750 employees of related and service organizations.

The new start-up of the production after five years of shutdown will be due to the introduction in Ukraine of world practice of petrochemical feedstock taxation. In December 2016, the Tax Code of Ukraine expanded the list of feedstock subjected to zero excise tax rates in case of further processing. Liquefied gases and butane were added to naphtha and diesel fuel. By Resolution No. 229 dd April 26, 2017, the Government determined quotas for KARPATNAFTOCHIM Ltd. for the delivery of feedstock: liquefied gas – 1070 million liters per year; naphtha – 1170 million per year; diesel fuel – 985 million liters per year. Processing of each out of indicated volumes can ensure the output of 250 thou. tons of ethylene per year.

“Nowhere in the world feedstock for further processing is subjected to excise. We are not going to process the entire amount of feedstock stated in the Resolution; we simply do not have such capacities. We use only the amount that will ensure the release of no more than 250 thou. tons of ethylene per year”, – the press service of KARPATNAFTOCHIM Ltd. states.

The selection of feedstock will depend on the condition of feedstock and commodity markets. In 2017, the main feedstock will be naphtha, but it is possible to use LPG or diesel fuel. The introduction of all types of feedstock in the Resolution No. 229 will provide the plant with industrial flexibility and a permanent appeal to the government in the event of any change in situation of the market will not be required.

KARPATNAFTOCHIM Ltd. declares zero probability of feedstock non-purpose use that is delivered on preferential terms. The Tax Code of Ukraine provides the control and recording of feedstock deliveries and the output of finished products by a special tax station of the State Fiscal Service of Ukraine. For each batch of feedstock, KARPATNAFTOCHIM Ltd. will issue a bank bill with payment after ethylene output. Soon, online reporting on the amount of feedstock and products used will be available on the site of the plant.

“The work of KARPATNAFTOCHIM Ltd. is not connected with politics or politicians. Our goal is to restore the production and return its market positions, which are occupied by importers. Earnings on non-payment of taxes – it is not our way”, – stated at the company.
